Minutes of the Mayor and City Council Special Meeting

A special meeting followed immediately after the conclusion of Budget Hearing of the Budget Summary of the Mayor and City Council of the City of Henderson, Nebraska on September 24, 2026, at City Hall in Henderson, Nebraska. Notice of this meeting was posted at the City Hall, and published in the September 17, 2026 Henderson News. 

Mayor Corbin Tessman called the special meeting to order at 12:45 p.m. Mayor Tessman declared the meeting to be legal and properly advertised with all members having been informed of the nature of the meeting and having received related information. Mayor Tessman also referred to the open meetings law poster at the back of the council chambers. 

Roll call showed the following present: Mayor Corbin Tessman. Council members: Jordan Hiebner, Kevin J. Friesen and Brian Hiebner. Absent: Teri Pollet 

At12:46 p.m., Mayor Tessman opened the public hearing concerning the setting of the final tax request for the 2026-2027 Fiscal Year for the General Fund at $195,000 and the Bond Fund at $420,000.

At 12:50 p.m., Mayor Tessman closed the public hearing as no public was present for discussion.

Brian Hiebner made a motion to approve Resolution #2026-04, a resolution setting the 2026-2027 Property Tax Request at $195,000 for the General Fund and $420,000 for the Bond Fund. Jordan Hiebner seconded.  Roll vote: Ayes – Brian Hiebner, Jordan Hiebner and Kevin Friesen. Absent: Teri Pollet. Motion carried.

Mayor Tessman made a recommendation to the council to consider a wage increase based on individual employee performance with the top wage increase to be 4%.  Kevin Friesen made a motion to approve the mayor’s recommendation.  Jordan Hiebner seconded.  Roll vote: Ayes – Kevin Friesen, Jordan Hiebner and Brian Hiebner.  Absent:  Teri Pollet.  Motion carried.   Wages for 2026-27 are as follows: Chief of Police – $80,404; City Clerk/Treasurer – $77,676.89; Deputy City Clerk – $49,810; Utility Supervisor – $75,614; Utility Supervisor Assistant – $60,278.

Discussion of increasing the mayor and city council wages was also had. This will be an agenda item at a regular council meeting before the end of the calendar year.

Brian Hiebner made a motion to adopt Ordinance #484, an ordinance known as “The Annual Appropriation Bill of the City of Henderson, Nebraska; to adopt the budget statements pursuant to the Nebraska Budget Act for the fiscal year commencing October 1, 2026 and ending September 30, 2027; to appropriate sums for necessary expenses and liabilities; to provide for publication and an effective date of this ordinance and to suspend the three readings on three different days.  Jordan Hiebner seconded.  Roll vote: Brian Hiebner, Jordan Hiebner and Kevin Friesen. Absent: Teri Pollet. Motion carried.

Kevin Friesen made a motion to adjourn the meeting. Brian Hiebner seconded.  Roll vote: Ayes – Kevin Friesen, Brian Hiebner and Jordan Hiebner.  Absent: Teri Pollet.  Motion carried.

Minutes of Budget Hearing of the Mayor and City Council

A budget hearing of the Mayor and City Council of the City of Henderson, Nebraska was held at 12:30 p.m. on September 24, 2026, at City Hall in Henderson, Nebraska. Notice of this meeting was posted at the City Hall and published in the September 17, 2026 Henderson News.  

Mayor Corbin Tessman called the budget hearing to order at 12:30 p.m.   Mayor Tessman declared the meeting to be legal and properly advertised with all members having been informed of the nature of the meeting and having received related information.  Mayor Tessman also referred to the open meetings law poster at the back of the council chambers.  

Roll call showed the following present: Mayor Corbin Tessman.  Council members: Jordan Hiebner, Brian Hiebner and Kevin J. Friesen. Absent: Teri Pollet.

Mayor Tessman declared the budget hearing open at 12:31 p.m. concerning the Budget Summary for 2026-2027 Fiscal Year.

Mayor Tessman closed the budget hearing at 12:44 p.m. as no public was present for discussion.

Kevin Friesen made a motion to adjourn. Brian Hiebner seconded.  Roll vote: Kevin Friesen, Brian Hiebner and Teri Pollet. Motion carried.

Minutes of the Mayor and City Council Regular Meeting

The regular meeting of the Mayor and the City Council of the City of Henderson, Nebraska was held at 7:00 p.m. on September 8, 2026 at City Hall in Henderson, Nebraska. Notice of this meeting was posted at the City Hall and published in the September 3, 2026, Henderson News.

Mayor Corbin Tessman called the meeting to order at 7:00 pm. Mayor Tessman declared the meeting to be legal and properly advertised with all members having been informed of the nature of the meeting and having received related information. Mayor Tessman referred to the open meetings law poster and stated if a member of the public wishes to speak on matters not listed on the agenda, they may speak during the public forum period. The public may request the item to be placed on a future agenda for deliberation and/or action.

During the public forum period, speakers will be given five minutes to address the Board. The public should be aware that the Board is unable, by law, to deliberate or act on the items raised during the public forum period.

Roll call showed the following present: Mayor Corbin Tessman. Council members: Teri Pollet, Jordan Hiebner and Kevin Friesen. Absent: Brian Hiebner.

Minutes from the August 11, 2026 meeting were reviewed. Kevin Friesen made a motion to approve the minutes as presented. Jordan Hiebner seconded. Roll vote: Ayes – Kevin Friesen, Jordan Hiebner, and Teri Pollet. Absent: Brian Hiebner. Motion carried.

Teri Pollet made a motion to pay the claims as presented. Jordan Hiebner seconded. Roll vote: Ayes –  Teri Pollet, Jordan Hiebner and Kevin Friesen. Absent: Brian Hiebner.  Motion carried.

There were no building permits issued since the last meeting.

Residents of 10th and 11th Street were present during the public forum to share their concern for sewer backing up into their residence several times in the past few years.  Wanting to know the maintenance program, what has been done and what can be done to prevent this from happening again.  This will be an agenda item at the October meeting. No formal action taken.

With the resignation of Milan Mierau as zoning administrator, Jordan Hiebner made a motion to approve Kevin J. Friesen as the interim zoning administrator through December, 2026.  Teri Pollet seconded.  Roll vote: Ayes – Jordan Hiebner, Teri Pollet and Corbin Tessman.  Abstain: Kevin Friesen. Absent: Brian Hiebner.  Motion carried.

Kevin Friesen made a motion to adopt Ordinance #481, an ordinance to amend Section 93.05 Lawn Maintenance Regulation, to add “occupant”; to add a section to prohibit the growth of worthless vegetation, including the uncontrolled or uncultivated growth of volunteer bushes and trees; and to amend the provisions for notice of abatement and the procedures to address the failure to comply with such notice; to provide for the abatement of such nuisance and a penalty for violations; to provide for an effective date; and to repeal all ordinances in conflict with this ordinance and to suspend the three readings on three different days.  Jordan Hiebner seconded.  Roll vote: Ayes – Kevin Friesen, Jordan Hiebner and Teri Pollet.  Absent: Brian Hiebner. Motion carried.

Teri Pollet made a motion to adopt Ordinance #482, an ordinance to amend Chapter 73: Recreation Vehicles – All Terrain Vehicles and Utility-Type Vehicles of the Henderson Municipal Code to amend the operator’s age and license requirements; to repeal of all ordinances in conflict herewith; and providing for the effective date of this ordinance and to suspend the three readings on three different days.  Jordan Hiebner seconded.  Roll vote: Ayes – Teri Pollet, Jordan Hiebner and Kevin Friesen.  Absent: Brian Hiebner.  Motion carried.

Kevin Friesen made a motion to adopt Ordinance #483, an ordinance to amend Ordinance No. 480 to provide for the adoption of International Building Codes and Plumbing Codes to be 2018 Editions; repeal of all ordinances in conflict herewith; and providing for the effective date of this ordinance and to suspend the three readings on three different days.  Jordan Hiebner seconded.  Roll vote: Ayes – Kevin Friesen, Jordan Hiebner and Teri Pollet.  Absent: Brian Hiebner.  Motion carried.

Reports were given.  No formal action taken.
