YORK – This week, as the York County Commissioners convened as the board of equalization, they met with York County Assessor Kurt Bulgrin to consider some property valuation changes due to be notified about errors, additional information and clarifications.
Bulgrin presented them with numerous alterations he was recommending due to his office being provided additional information, corrections, changes, etc.
After these different changes were made and passed, it trimmed about $1.5 million in total property valuations.
The board also held valuation protest hearings as well – some in the morning and some in the evening.
This year, there seem to be a few questions about vacant lot values in the different communities in the county. Some have argued their vacant lot values are too high, compared to what they feel they could sell them for. There have also been valuation questions regarding properties with nearby problematic circumstances which the owners feel would affect their properties’ values should they ever try to sell.
This year, only about 40 valuation protests have been filed in York County – this is a vast reduction compared to last year when there were about 200.
During protest hearings, the property owners tell the board of equalization why they feel their value is incorrect. After all the protests are held and the assessor’s office has had the opportunity to review the owners’ information, the board will vote as to whether the values should be changed. If owners do not agree with their final valuation, they can appeal on the state level with the Tax Equalization Review Commission (TERC).
