The regular meeting of the Mayor and the City Council of the City of Henderson, Nebraska, was held at 7:00p.m. on May 12, 2026, at the Police Station in Henderson, Nebraska. Notice of this meeting was posted at the City Hall and published in the May 7, 2026, Henderson News.

Mayor Corbin Tessman called the meeting to order at 7:00pm. Mayor Tessman declared the meeting to be legal and properly advertised with all members having been informed of the nature of the meeting and having received related information. Mayor Tessman referred to the open meetings law poster and stated if a member of the public wishes to speak on matters not listed on the agenda, they may speak during the public forum period. The public may request the item to be placed on a future agenda for deliberation and/or action.

During the public forum period, speakers will be given five minutes to address the Board. The public should be aware that the Board is unable, by law, to deliberate or act on the items raised during the public forum period.

Roll call showed the following present: Mayor Corbin Tessman. Council members: Brian Hiebner, Kevin Friesen, Teri Pollet, and Jordan Hiebner. 

Minutes from the April 14, 2026 meeting were reviewed. Kevin Friesen made a motion to approve the minutes as presented. Teri Pollet seconded. Roll vote: Ayes – Kevin Friesen, Teri Pollet, and Jordan Hiebner and Brian Hiebner. Motion carried.

Brian Hiebner made a motion to pay the claims as presented. Kevin Friesen seconded. Roll vote: Ayes – Brian Hiebner, Kevin Friesen, Teri Pollet and Jordan Hiebner. Motion carried.

Five building permits have been issued since the last meeting.  Kody Jansa for a fence; Henderson Pharmacy for a vending machine; Greg Buller for a fence; Jaydon Janzen for a warehouse; and Deb Wilhelm for a basement and to move a house on to the basement.

No one was present for public forum.

The York County Coalition would like to place food pantries either in the park or at the swimming pool.  After discussion, it was advised to have the Coalition discuss placement of the food pantries on private property vs public property. No formal action taken.

Tyler Bukaske and Kelly Bukaske from A+ Construction in York were present to discuss the possibility of incentives to construct multi-family units on Block 3, Lot 2, Highland Addition.  Since this area is a Tax Increment Financing project, it was advised to discuss different options with the Tax Increment Financing attorney and to report back to the council.

At 7:19 p.m., Mayor Tessman opened the public hearing for the Final Plat of Council’s Replat 2nd Subdivision for Randy and Deb Wilhelm and Joel and Connie Heinrichs.  Deb Wilhelm was present to for any questions. Since no further discussion was had and no public was present for the public hearing, the public hearing was closed at 7:22 p.m.

Kevin Friesen made a motion to approve the Final Plat of Council’s Replact 2nd Subdivision.  Jordan Hiebner seconded.  Roll vote: Kevin Friesen, Jordan Hiebner, Teri Pollet and Brian Hiebner.  Motion carried. 

Two more quotes were acquired in reference to the replacement of the side door of the police station. Nebraska Door and Window LLC quote was $4,998.13; Ayars & Ayars was $4,986 and Amayzing Construction for $3,025. After discussion, Brian Hiebner made a motion to accept Amayzing Construction’s quote for $3,025.  Kevin Friesen seconded.  Roll vote: Brian Hiebner, Kevin Friesen, Jordan Hiebner and Teri Pollet.  Motion carried.

Brian Hiebner is going to look at the handicap opener he has at the hospital to see if it will fit the City Hall entrance door.  This will be an agenda item for June.

More discussion was had on the consideration of re-zoning the area north of Oak Street that is currently considered Industrial District to Flex District.  A matrix will be created after this discussion for further review.  Another question was if there could be a Flex 2 Zoning.  This will need to be discussed with Keith Marvin who is the city’s zoning consultant.  No formal action was taken.

Reports were given. No formal action.

Kevin Friesen made a motion to adjourn.  Brian Hiebner seconded.  Roll vote: Ayes – Kevin Friesen, Brian Hiebner, Jordan Hiebner and Teri Pollet.  Motion carried.
