Minutes of the Mayor and City Council Regular Meeting

The regular meeting of the Mayor and City Council of the City of Henderson, Nebraska, was held at 7:00 p.m. on February 10, 2026, at City Hall in Henderson, Nebraska.  Notice of this meeting was posted at City Hall and published in the February 5, 2026, Henderson News.  

Acting – Mayor Brian Hiebner called the meeting to order at 7:00 p.m. Acting-Mayor Hiebner declared the meeting to be legal and properly advertised with all members having been informed of the nature of the meeting and having received related information. Acting-Mayor Hiebner referred to the open meetings law poster and stated if a member of the public wishes to speak on matters not listed on the agenda, they may speak during the public forum period. The public may request the item to be placed on a future agenda for deliberation and/or action.  

During the public forum period, speakers will be given five minutes to address the Board. The public should be aware that the Board is unable, by law, to deliberate or act on the items raised during the public forum period.

Roll call showed the following present: Acting-Mayor Brian Hiebner.  Council members: Kevin Friesen, Teri Pollet and Jordan Hiebner. Absent: Mayor Corbin Tessman.

Minutes from the January 13, 2026 meeting were reviewed. Kevin Friesen made a motion to approve the minutes as presented.  Jordan Hiebner seconded.  Roll vote: Ayes – Kevin Friesen, Jordan Hiebner, and Teri Pollet.  Motion carried.

Teri Pollet made a motion to pay the claims as presented.  Kevin Friesen seconded.  Roll vote: Ayes – Teri Pollet, Kevin Friesen, and Jordan Hiebner. Motion carried.

One building permit was issued since the last meeting. Ardean Goertzen for a house.

Jacqueline Goertzen and Shelisa Smith from Moms on Mission (MOM) gave an update on the playground for the Downtown Park.  They have registered as a 501c3 Nonprofit Organization and are looking into fundraisers and grants along with asking for pledges.  They are currently working with Burke Playground Equipment and will have a couple of different age group areas with zero entry and ADA compliant playground equipment to replace the existing playground.  The price is currently around $425,000. Time frame will be dependent on funding. No formal action taken.

The second reading of the Golf Cart Ordinance was had.  Mike Epp was present to express his opinion on being able to drive the golf carts on Main Street in the business district as currently the council is keeping this ordinance to be the same as the ATV/UTV ordinance where they are not allowed to be driven on Main Street between Birch Street and Front Street.  The third reading will be on February 10.

Kevin Friesen made a motion to convene as the Community Development Agency (CDA).  Teri Pollet seconded.  Roll vote: Ayes – Kevin Friesen, Teri Pollet and Jordan Hiebner.  Motion carried.

Teri Pollet made a motion to adopt CDA Resolution 2026-04, a resolution to direct the buyer of any lot in the Highland Addition to pay funds directly to the City of Henderson rather than the CDA as reimbursement for the City land.  Kevin Friesen seconded.  Roll vote: Ayes – Teri Pollet, Kevin Friesen, and Jordan Hiebner.  Motion carried.

Kevin Friesen made a motion to reconvene as city council.  Jordan Hiebner seconded.  Roll vote: Ayes – Kevin Friesen, Jordan Hiebner, and Teri Pollet.  Motion carried.

Nicole Mierau has agreed to be the recreation department administrator for this year and will oversee the concessions for the ballfield and swimming pool and will work with the recreation department committee for the ball registrations and schedules, Easter Egg Hunt and the Halloweenie Roast. No formal action taken.

Kevin Friesen made a motion to approve the new batting cage system and one pitching machine for the ballfield as budgeted.  Teri Pollet seconded.  Roll vote: Ayes – Kevin Friesen, Teri Pollet and Jordan Hiebner.  Motion carried.

Reports were given. No formal action taken.
