The regular meeting of the Mayor and the City Council of the City of Henderson, Nebraska, was held at 7:00p.m. on April 14, 2026, at City Hall in Henderson, Nebraska. Notice of this meeting was posted at the City Hall and published in the April 9, 2026, Henderson News.
Acting-mayor Brian Hiebner called the meeting to order at 7:00 pm. Acting-mayor Hiebner declared the meeting to be legal and properly advertised with all members having been informed of the nature of the meeting and having received related information. Acting-mayor Hiebner referred to the open meetings law poster and stated if a member of the public wishes to speak on matters not listed on the agenda, they may speak during the public forum period. The public may request the item to be placed on a future agenda for deliberation and/or action.
During the public forum period, speakers will be given five minutes to address the Board. The public should be aware that the Board is unable, by law, to deliberate or act on the items raised during the public forum period.
Roll call showed the following present: Acting-Mayor Brian Hiebner. Council members: Kevin Friesen, Teri Pollet, and Jordan Hiebner. Absent: Mayor Corbin Tessman
Minutes from the March 10, 2026 meeting were reviewed. Kevin Friesen made a motion to approve the minutes as presented. Teri Pollet seconded. Roll vote: Ayes – Kevin Friesen, Teri Pollet, and Jordan Hiebner. Motion carried.
Jordan Hiebner made a motion to pay the claims as presented. Kevin Friesen seconded. Roll vote: Ayes – Jordan Hiebner, Kevin Friesen, and Teri Pollet. Motion carried.
Six building permits have been issued since the last meeting. Jayden Epp for a storage shed; Lowell Hiebner for a pergola; Jeremy Mills for an egress window; Lauri Horner for a deck; Cody Brown for a house; and Alexis Park for a fence.
For public forum, Tyler Bukaske and Kelly Bukaske from A+ Construction in York were present to discuss the possibility of incentives to construct multi-family units on Block 3, Lot 2, Highland Addition. Sydney Morton and Shelisa Smith from the Moms on a Mission group were present to give an update on the progress of the new playground equipment in the Downtown Park and possible funding from the City. Willard Peterson introduced himself as a candidate for York County District 3 Commissioner. No formal action was taken.
Teri Pollet made a motion to adopt Ordinance #480, an ordinance to update the International Building Code for One and Two Family Dwellings, International Existing Building Code, International Property Maintenance Code, and the Uniform Plumbing Code to the 2024 Editions and to waive the three readings on three different days. Kevin Friesen seconded. Roll vote: Ayes – Teri Pollet, Kevin Friesen, and Jordan Hiebner. Motion carried.
The quote from Nebraska Door and Window LLC to replace the side police station door was reviewed. After discussion, Jordan Hiebner made a motion to table the door quote until the May meeting in order to receive another quote. Teri Pollet seconded. Roll vote: Ayes – Jordan Hiebner, Teri Pollet, and Kevin Friesen. Motion carried.
The council reviewed the downtown light pole banner design and quote. After discussion, Kevin Friesen made a motion to purchase eight banners for $1,273. Jordan Hiebner seconded. Roll vote: Ayes – Kevin Friesen, Jordan Hiebner, and Teri Pollet. Motion carried.
At 7:30 p.m., Acting-Mayor Brian Hiebner opened the public hearing for the Preliminary Plat of Council’s Replat 2nd Subdivision for Randy and Deb Wilhelm and Joel and Connie Heinrichs. Deb Wilhelm was present to explain the combining of lots. Since no further discussion was had and no public was present for the public hearing, the public hearing was closed at 7:36 p.m.
Jordan Hiebner made a motion to approve the Preliminary Plat of Council’s Replact 2nd Subdivision. Teri Pollet seconded. Roll vote: Ayes – Jordan Hiebner, Teri Pollet, and Kevin Friesen. Motion carried.
The council prioritized the completion of the Highland Addition projects with the mailbox cluster and parking area to be completed first followed by the ballfield parking lot, batting cage, sidewalks and dog park. The clerk will work on getting more information on the mailbox cluster layout and specifications. No formal action taken.
At 7:45 p.m., Acting-Mayor Brian Hiebner opened the public hearing for the consideration of re-zoning the area north of Oak Street that is currently considered Industrial District to Flex District. This would allow flexibility for property owners and potential businesses to be allowed by either being permitted or conditional. Property owners were present to discuss the impact this would have on their current properties. It was discussed that current zoning is already contradicting itself with outdoor storage and businesses that are currently there. It was also discussed that each Use line item on the zoning matrix table should be looked at and considered whether is should be permitted, conditional or not permitted. This will be an ongoing conversation to create a useable matrix table for what is currently there and what should be considered as permitted, conditional or not permitted. The public hearing was closed at 7:59 p.m. No formal action taken.
