The regular meeting of the Mayor and City Council of the City of Henderson, Nebraska, was held at 7:00 p.m. on May 14, 2024, at the Police Station in Henderson, Nebraska. Notice of this meeting was posted at City Hall and published in the May 9, 2024, Henderson News. 

Mayor Corbin Tessman called the meeting to order at 7:00 p.m. 

Mayor Tessman declared the meeting to be legal and properly advertised, with all members having been informed of the nature of the meeting and having received related information. Mayor Tessman referred to the open meetings law poster and stated if a member of the public wishes to speak on matters not listed on the agenda, they may speak during the Public Forum Period. Speakers will be given five minutes to address the Board. The public should be aware that the Board is unable, by law, to deliberate or act on the items raised during the Public Forum Period. The public may request the item to be placed on a future agenda for deliberation and/or action. 

Roll call showed the following present: Mayor Corbin Tessman. Council members: Brian Hiebner, Teri Pollet, Kevin J. Friesen and Mitch Huxoll. 

Minutes from the April 9, 2024, regular council meeting were reviewed. Kevin Friesen made a motion to accept the minutes as presented. Teri Pollet seconded. Roll vote: Ayes – Kevin Friesen, Teri Pollet, Mitch Huxoll and Brian Hiebner. Motion carried. 

Brian Hiebner made a motion to pay the claims as presented. Kevin Friesen seconded. Roll vote: Ayes – Brian Hiebner, Kevin Friesen, Mitch and Teri Pollet. Motion carried. 

Two building permits were issued since the last meeting. Paul Janzen for an egress window and Wes Peters for a mailbox at the storage units. 

Kevin Friesen made a motion to accept the contract with Miller and Associates for the Highland Subdivision infrastructure feasibility plan, preliminary plat, final plat, applications, attend public hearings, and set lot pins associated with Highland Subdivision in the amount of $9,600. Teri Pollet seconded. Roll vote: Kevin Friesen, Teri Pollet, Mitch Huxoll and Brian Hiebner. Motion carried. 

Kevin Friesen made a motion to accept the bid from Friesen Construction to do the concrete work, including rebar, at the intersections of 10th and Oak Streets, the north side of N. Main and Oak Streets, and the valley on 18th Street north of E Liberty Drive in the amount of $55,411.75. Along with the bid from Patchmasters to do the asphalt shoulder work on Oak Street from 10th Street to Oak Street on the south side, 10th Street to Friesen Construction on the north side, and to repair curbs in the downtown district in the amount of $65,250. 

Brian Hiebner seconded. Roll vote: Ayes – Kevin Friesen, Brian Hiebner, Teri Pollet and Mitch Huxoll. Motion carried. 

The discussion on Well #2 pumping sand for the third time since 2007 was discussed. It was decided to have the engineers review the reports and the video and to set up a special meeting with them to discuss the options further. No formal action taken. 

The feline ordinance, including the trap, neuter, and return program, was reviewed. The first reading of this ordinance will be held at the June meeting. No formal action was taken. 

The emergency snow removal ordinance was reviewed. The first reading of this ordinance will be held at the June meeting. No formal action taken. 

The short-term rental ordinance was reviewed. The first reading of this ordinance will be held at the June meeting. No formal action taken. 

Reports were given. No formal action taken. 

Teri Pollet made a motion to adjourn. Kevin Friesen seconded. Roll vote: Ayes – Teri Pollet, Kevin Friesen, Mitch Huxoll and Brian Hiebner. Motion carried.
